On July 24, 2021, the experts of Chinese Association of Safe Production conducted the appraisal of the project of "Critical Technology and Application of Communication and Early Warning for Critical Production Safety Risk of Hazardous Chemicals" jointly finished by Beijing University of Posts and Telecommunications, ZTE Corporation Ltd, Sinopec Qingdao Safety Engineering Institute, Hangzhou Hikvision Digital Technology co., LTD., China Telecom co., LTD. Technology Innovation Center, Suzhou Xunxi Electronic Technology co., LTD. and Hytera co., LTD.

The meeting of appraisal was presided over by Kang Rong, vice president of Chinese Association of Safe Production. Fan Weicheng, academician of the Chinese Academy of Engineering, served as the director of the appraisal committee, and academicians Li Bohu, Fei Aiguo, Sun Longde and Su Donglin served as the deputy directors. Other experts also included professor-level senior engineer Li Hongchen, professor-level senior engineer Kang Rongxue, the researcher Zhu Zhenmin, professor Chen Yuanzhi, professor Huang Zhigang, professor Tian Zijian and so on. Professor Jia Qingxuan, director of the Institute of Scientific Research attended the meeting.

Deng Zhongliang, academician of the International Eurasian Academy of Sciences, professor of Beijing University of Posts and Telecommunications and the director of the project made a report on the project and answered questions from experts. After review, the appraisal committee agreed this project passed the appraisal. The experts believed that "the project is rather difficult in techonology, its core technology is controlled on our own, the overall technology has reached the international advanced level and several techonologies have reached the international leading level."

Production safety provides a solid foundation for stable economic and social performance. Chemical industry, energy and smelting are the major basic industries in the world, which are flammable, explosive and toxic. Once a major accident occurs, the social impact and economic losses are immeasurable. The traditional basic policy of production safety "prevention first" has been unable to meet the needs of modern production. This project meets the major demand of safety guarantee in major production fields, and breaks through the major bottlenecks such as "too many blind areas in network coverage", "difficult to identify and track the target in dangerous areas and detect the hidden safety risks", "weak to give situational risk warning", and "difficult to reduce disaster and rescue quickly and reliably". The project has invented a series of key technologies, including high-security, controllable fine coverage, easily extensible wireless network and communication, full time-space target sensing, intelligent identification and high-precision tracking, massive multi-dimensional heterogeneous data fusion decision and situational risk warning, etc. It has established an integrated rapid and reliable disaster reduction and rescue equipment and an intelligent supervision system for major production safety based on intrinsic safety control, which has become the core support for chemical production risk monitoring by the National Emergency Response Ministry, and completed the construction of safety guarantee systems for many large enterprises such as ChemChina, Sinopec and CNOOC. The equipment has been exported to many countries in the chemical industry, energy, fire protection and other fields, such as BP Amoco,BASF SE and so on. The accident rate has dropped significantly, which has played a significant role in the Belt and Road strategy and brought significant benefits. And it has led the production safety guarantee from "passive impact response" to achieve the leapfrog development of risk oriented active prevention.
